Fitcher (フィッチャー, Ficchā) is a character in Suikoden II. Fitcher is a clever politician who worked for several of the Jowston City-States.
History

Fitcher was a politician who worked in Muse City and was third in line for the role of mayor at the time of the Dunan Unification War. Despite being quite intelligent and an expert at negotiation and conversing, Fitcher used his scruffy appearance and a dummy act to try to make people underestimate him. He was a man of little pride and always looked to the long term. As a result, he had no problem surrendering or debasing himself temporarily to secure an advantage later.
Following the death of Anabelle and the fall of Muse, Fitcher escaped to Two River Principality, working for Makai. After hearing of the foundation of the New State Army, he would strike out on his own initiative to request an alliance with Two River. His style of diplomacy was to achieve results no matter the cost, hence his reaching out without official sanction.
Fitcher's employment under Two River did not last long, however, as Shu requested his services after seeing Fitcher anticipate and help foil the Highland plot to annex Two River. As part of the New State Army, he played a key role on the army's diplomatic front.
Following the war, Fitcher returned to Muse City, where he would be later elected as mayor. He was still serving as mayor of Muse by the War of the Champions.
