Culgan (クルガン, Kurugan) is a supporting antagonist in Suikoden II who also appears in Genso Suikogaiden Vol.1. He is a general of the Highland Army who shifted his loyalties from Luca Blight to Jowy Atreides during the Dunan Unification War.

Culgan was a skilled officer within the Highland Army, known for his solid judgment and intelligence. While he exhibited a certain amount of ruthlessness on the field of battle, deep inside, he held a strong sense of justice and unwavering dedication to causes he believed in.
In contrast to his more outgoing colleague Seed, Culgan was reserved in demeanor but demonstrated remarkable proficiency in swordsmanship though it was said Seed had an edge on him. Like Seed, he was not from a prestigious military family and had worked his way up the ranks from a common soldier and this shared experience helped them bond. Notably, he possessed a Thunder Rune, granting him the ability to wield powerful lightning magic.
During the Dunan Unification War, Culgan received orders from Luca Blight regarding a request from Zaj Quiroz of the Holy Kingdom of Harmonia to track down Nash Latkje in Greenhill Forest. Together with Seed, Culgan successfully apprehended Nash, but during the encounter, Seed was poisoned by Nash's Twin Snake Sword Großer Fluss. Culgan, seeking the antidote for Seed, made a deal with Nash, allowing him to escape in exchange for the life-saving remedy, despite Luca's orders.
As the Dunan Unification War progressed, Culgan grew increasingly convinced that Luca Blight's continued presence as ruler of the Highland Kingdom would bring about catastrophe. As someone who benefited from the Highland Army's extreme meritocratic ethos himself, he held no jealousy or envy over Jowy Atreides's rapid rise to prominence. As such, he secretly supported Jowy in his plot against Luca. After Jowy's ascension to the throne, Culgan collaborated with Jowy in the establishment of a new Highland.
Culgan's cool-headed ruthlessness on the battlefield was shown during the Battle of Muse City when he convinced Jowy not to give the order for Lucia's unit to retreat, stating that they couldn't afford to sacrifice large gains for small ones. The Highland withdrawal would allow them to march in force and take the Matilda Knightdom even as the New State Army pushed towards Muse City.
Despite Jowy's successful overthrow of Luca and the support of Culgan and Seed, Highland would eventually fall following the final battle, and Culgan, alongside Seed, valiantly fought against the New State Army in an attempt to defend L'Renouille Palace. They both knew that the battle was decided and Highland had fallen but were nonetheless determined to protect what they believed in until the end. Culgan lost his life during the confrontation but passed with no regrets.
