Jefferson's card text is interesting in that it discards [[Character card]]s whose names are comprised of 3 or less Japanese kana. This doesn't localize very well. Regardless of the number of letters selected for a romanization, some targetted cards will be excluded and some not targetted in the original Japanese will be included instead. If a hypothetical player in English was unwilling to consult the Japanese names of characters, 4 letters or less may be a reasonable compromise in that case.
