These affected Kobolds are not very strong, although the mage may cause some trouble with its wide-range attacks. The Japanese Gensosuikoden I&II guide calls the magic-wielding Kobolds Kobold Mage (コボルトメイジ, Koboruto Meiji), although the term is not used in the games in either English or Japanese.
